The FCC has given states until 2005 to roll out "E911" services that can trace the location of cell-phone callers. But cash-strapped states have been dipping into the cell-phone surcharges earmarked for E911 purposes to fill other budgetary holes. New York alone has "diverted" $162 million, while spending nothing on E911. The FCC has scheduled hearings on E911 delays nationwide.

The State of Texas, trying to figure out the $10 billon lost funds, is taking another $52 million over the next 2 years [next meeting]. Amazing how people get totally lost when the money goes beyond their yearly salary.

One million * 1,000 = one billon
Ten billion = 10,000 million

So our "pocket change" is making no real difference.

Where is the "head-on-a-plater" of the person who let this happen? [ read Mrs. State Auditor]
