Congress OKs Dummy Files?

Reuters published a brief article about the possibility of Congressional support for the recording industry's latest self-help tactic, namely, flooding P2P networks with dummy files, a strategy that aims to discourage the transfer of copyrighted materials.

Actually, everybody who spoke at the hearing agreed that the insertion of dummy files into p2p networks is already legal.

What the content industry is asking for is the right to use more active means to block access to files on p2p networks.
