New Yale Scholarship: Tax and spend for campaign finance

David S. Gamage, Taxing Political Donations: The Case for Corrective Taxes in Campaign Finance, 113 YALE L.J. 1283 (2004).

This Note suggests that instead of capping political contributions at a fixed amount, campaign contributions should be taxed at graduated rates: the larger the contribution, the greater the rate of tax. Based in an economic model, the author argues that the proposal would more effectively result in the socially optimal amount of contributions, as well as contribute to greater transparency in campaign finance.
