In Ireland, consumers and small businesses pay for narrowband Internet access by the minute. That practice might change soon. With the government's support, IrelandOffline, a pressure group, and telecom operators are pressing for changes, the most important of which would be unmetered access to the Internet.

IrelandOffline is also pushing for affordable broadband.
