Law.com has an interesting story about a proposed amendment to the Foreign Intelligence Surveillance Act of 1978 (Law.com:September Attacks Prompt Sharp Debate on Scope of Surveillance Law). The Surveillance Act was carefully crafted as to have a balance between national security and civil liberties. As it stands, the US government can obtain permission for electronic surveillance if foreign intelligence gathering is 'the' purpose of the surveillance. By changing the word 'the' to 'a', the amendment could potentially remove some of the safeguards that the Foreign Intelligence Surveillance Act created.
