A Tel Aviv district court ruled that Israel's Freedom
of Information law (page in Hebrew) applies to Israel's
lottery. Although Mifaal Hapis
("Israeli Lottery Organization") appears to be a private organization, the
court found that it acts as a public institution for purposes of the law,
which declares what kinds of information public authorities should provide to
citizens. The court mentioned that even its website presents it as having a unique public function. Further, the court noted that Mifaal Hapis met the law's requirement of
being a "vibrant" entity, since it redirects its revenues from regulated
gambling to public welfare and public institutions.
