A resident of Llandudno, Wales has pleaded guilty in Bow Street Magistrates' Court in London to the creation and distribution of three viruses -- Admirer, Redesi and Gokar -- which affected 27,000 computers in 42 countries.

Scotland Yard used Simon Vallor's British Telecommunications PLC Internet access account to find out his home address. He was arrested on Valentine's Day.

Vallor affected computers around the world, and apparently Scotland Yard got on the case only after a tip from the FBI, making this, at least nominally, an international incident. As far as I know, though, neither the US nor any country besides the UK wanted to try him.

The doctrinal implication is that, at least in the UK, virus coders are tried at home, not in the place where their creations cause damage. And that's probably a wise practical approach, since, in this case, 41 other countries would have had a legal claim to Vallor, and deciding the most appropriate forum would have been exceedingly difficult, if not impossible.
