The U.S. House of Representatives voted today "to prevent the use of certain bank instruments for unlawful Internet gambling, and for other purposes".

The full text of the bill is here.

Reuters reports that the "bill requires banks and other financial-services companies to block payments to gambling sites, and requires Internet providers to take down advertisements and other links. It boosts existing penalties from two years to five years."
