Gambling in Cyberspace

The New York Times has published an article about MGM Mirage's plans to start an Internet casino. The computer center will be located on the Isle of Man, and, since federal "law prohibits offering casino and sports wagers to United States residents across state lines over telephone and the Internet," United States residents will not be allowed to use the system. The company will also require proof of age. The multi-million dollar venture, in other words, raises predictable concerns about jurisdiction, compliance with foreign laws, user identification, access, etc.

How does that follow? Using an Internet casino isn't the same as offering it.
