TKR Newsletter: Eur. Parliament Stands Firm Over Regulatory Powers

A key European Union directive to liberalize the telecom sector may be blocked by Members of the European Parliament (MEP) European Parliament. MEPs threaten to compel member states to decrease the authority of their national regulatory authorities (NRAs). The Parliament wants the European Commission to be given some power over NRAs. The European Union Council of Ministers does not concur. The MEPs' actions could delay or block the passage of the EU's framework directive on electronic communications [PDF]. Although the outlook is grim there remains the possibility of compromise. Monday's meeting of the Council of Ministers for Telecommunications told its permanent representatives committee to explore possible deals with the Parliament, so the telecoms package, of which the framework directive forms a part, can be passed by the end of December.
