Museum Tour recently received a nastygram from SBC, claiming that Museum Tour's use of a navigation bar infringes on SBC's now-infamous "frames patent." Museum Tour has gone ahead and published SBC's royalty demands on its web site.

The royalty rate starts at about five percent (on annual revenues of $100,000) and declines to about a tenth of a percent (on annual revenues of $10 billion). But SBC divides that price by 10 for its "preferred" customers -- which, one assumes, means those who pay up without a fuss. Can you say "rent-seeking?"

In response, Edward Felton has sued for a declaratory judgement that patents are unconstitutional.
