The Washington Utilities and Transportation Commission (UTC) has adopted a rule set which prohibits telephone companies from using data about their customers' calling patterns until the customers opt-in to the policy.
Verizon is complaining that UTC's rules deviate from the FCC's default opt-out position, and interfere with the company's ability to communicate w/ its customers. The company is also arguing that, under UTC's regime, many users will not take the time to opt-in, and, as a consequence, will miss out on services in which they would be interested.
