This International Herald Tribune article show's the EC's frustration with limits on European markets for music on the Internet:
The European Commission on Monday accused music-royalty groups in 16 countries of behaving like a cartel and effectively carving up the Internet music market along national boundaries, thereby making it difficult for online music services to do business in Europe. . . . The lack of competition among the national collecting societies contradicts the principle of a single European market and "may result in unjustified inefficiencies as regards the offer of online music services, to the ultimate detriment of consumers," the commission said.
