Rep. Zoe Lofgren proposed on Wednesday a bill which permits back-up copying of digital content, as well as its display, sale or transfer after legitimate purchase. Rep. Rick Boucher (D-Va.) and John T. Doolittle (R-Calif.) on October 3rd introduced a bill which protects fair use of digital content, and effectively modifies the stringent restrictions of the DMCA. The proposed bills are a healthy departure from the pro-copyright atmosphere created in part by the bills of Hollings and Berman.
