Niels Provos is a graduate student at the University of Michigan, where he does research in steganography and hacker detection, both activities apparently now criminalized by Michigan's version of the "Super-DMCA." So he's moved his papers and software to a server in the Netherlands and now requires downloaders to assert that they are not downloading into the U.S. It's strange to be nostalgic for the days of the export control, but at least back then, the fear was only that encryption would get out of the country., not into it.
