The major problem is that these machines do not leave any kind of audit trail. If the programming were adjusted to, say, register every third Republican vote as Democratic, there would be no way of detecting this. Leading computer scientists urge the US to require these machines to produce a voter-verifiable printout, which can then be securely deposited in the event that an election is challenged. In addiiton, the software should be accessible to independent verification to ensure that it has not been modified to give the advantage to a certain party. Yet another problem is conflict of interest with the ownership of some of these companies. Sen. Hagel (R-Neb) won an upset election in 1996 but (apparently) did not reveal a major investment in a company that makes computerized voting machines -- which just happened to be installed in 80% of the polling places in Nebraska. I personally do not believe that Senator Hagel used his influence with the company to alter the outcome of the election, but the nature of these machines is such that suspicions are certain to linger. The European Union has adopted, in principle, a policy declaration that computerized voting machines should produce a printout that the voter can inspect and verify; that these printouts should be securely stored in the event that the election is challenged and a recount is necessary; and that the software be amenable to independent verification -- open source software would be preferred. I earnestly ask every reader of this list to become informed on this issue -- it does not take a whole lot of conspiracy thinking to start seeing a threat to the most fundamental process of our democracy in these machines.
