The W3C has announced its new patent policy. That policy commits the W3C to making only recommendations that are available under universal royalty-free licenses. In order to partiicipate in its working grounps, W3C members will now need to agree to make any patents essential to the standards they're working on available under such licenses. Tim Berners-Lee has also posted a statement explaining the decision.
