This International Herald Tribune article show's the EC's frustration with limits on European markets for music on the Internet:
The European Commission on Monday accused music-royalty groups in 16 countries of behaving like a cartel and effectively carving up the Internet music market along national boundaries, thereby making it difficult for online music services to do business in Europe.

The lack of competition among the national collecting societies contradicts the principle of a single European market and "may result in unjustified inefficiencies as regards the offer of online music services, to the ultimate detriment of consumers," the commission said.
