Russia Attacks Chechnya Online

Cyberhacking news continues unabated. Reuters reports: Russia's FSB security service (the KGB's successor) has supposedly hacked into two major Chechen websites, knocking them off the web. Most reporters are barred from visiting Chechnya, so the websites have been important avenues of information to the outside world about the Chechens' situation.

What is interesting is that the websites are hosted in the United States. Now, it's true that these attacks weren't directed against the US government, and I don't know anything about international law, but what with the Cyber Security Enhancement Act (and other recent measures), I wonder if there would be a cause of action against Russia?
